Principal Backgrounds
Barry Strumpf
Strumpf worked on the Hill twenty plus years for the very
distinguished Senator and former Governor of South Carolina
Fritz Hollings. He is recognized as a national expert on the
federal budget and the Congressional appropriations process.
Strumpf was the “go to” in the Senate on a variety of fiscal
matters. His statistics expertise has also led him to work
with Fox and CBS Sports. He has briefed Presidential
candidates on key policy issues. In addition to SRC Strumpf
teaches public policy at Georgetown University.
Lloyd Ritter
Ritter is an environment/energy attorney, and has nearly
twenty years of experience working on sustainability policy
at the federal, state and local levels. He has worked with
and for prominent NGOs, trade associations, and businesses
in addition to his many years of service with Senator Tom
Harkin, the famed prairie populist from Iowa. Ritter
masterminded the first ever clean energy title to the farm
bill in 2001/02, and was one of the lead staffers driving
the enactment of the Renewable Fuels Standard (RFS) and
related legislation in the 2005 energy bill.
